Both Twain and Lincoln have been attributed with the quote. Who is quoting whom has never actually been resolved as far as I know. From my reading, both were quoted in newspapers of the time, but the earliest version I've found was in the New York Times, November 17, 1863 attributed to Abraham Lincoln. If you do a Google search for the quotation, you'll find it also attributed to Confucius, Samuel Johnson, Albert Einstein, Groucho Marx, and even the book of Proverbs from the Bible.
